Nowadays, global changes are taking place throughout the world: in international relations, technologies, politics, economics, society and environmental issues. This leads to loss of control and situation when "we do not control circumstances, but circumstances control us".

 

The bipolar world we are rapidly approaching cannot reverse evolution and return us to the previous world order, since evolution has no reversible form of development. Disruptive innovations, their growing massiveness, openness and accessibility without the presence of a governing function will finally engulf the world order, leading to changes in social processes and new confrontation at both international and regional levels, including confrontation and autonomy of social movements that the authorities will no longer be able to influence. It differs from the industrial period of development, during which the government controlled innovation and social flows through the military-industrial complex.

 

In order to manage present-day transformations, new institutions are needed to ensure international security, sustainable development and a viable future.

 

This Project offers a digital institutional platform for a establishment of polycentric institutions for security, sustainable development and management of  transformations.

This Project:

 

·       belongs to the category of "maximum viable project" and ensures the viability of the global economy and social development in the context of political and economic uncertainty, financial vulnerability and geoplanetary challenges;

·       eliminates the contradiction between the global nature of events / (problems, innovations, digitalisation, geoplanetary challenges) and the limited national jurisdictions to create mechanisms of self-regulation, mutual control and legal support for resolving problems;

·       allows to quickly stop wars, counteract environmental crises, overcome the consequences of natural disasters, pandemics, etc. through formation of a meta-circuit providing inclusive incentives and feedback, as well as creates a legal environment with direct action mechanisms that ensures rapid recovery and development of crisis regions;

·       ensures further development of countries under the slogan "many countries - one planet" by creating a new international economic organisation aimed to attract private investment, create new jobs under providing international benefits, guarantees and immunities and on this basis to create global solidarity economic and social activity;

·       provides international legal recognition of "digital law", shaping the Digital Society and creating inclusive mechanisms for security and sustainable development;

·       provides a powerful economic growth factor through the Social and Solidarity Economy, inclusive and solidarity investment in sustainable development projects;

·     becomes a basis for the establishment of a new international security system.

The factor of war: polycentric governance vs. mobilisation policy

 

The hybrid nature of modern wars opposes the traditional approach of conventional mobilisation policies, which are now failing. Recent events have shown that conventional policies of war, which provide for mass mobilisation and are associated with significant expenditure of resources, material damage and human casualties, cannot fundamentally withstand the quantum architecture of hybrid wars and the deep encapsulation of aggression.

 

The international security system, based on the concepts of the "atomic bomb" and peacekeeping missions, no longer works. To maintain order in the occupied territories by military force in the context of an open economy, global communications and the Internet is impossible, and against the background of global economic uncertainty, financial vulnerability, demographic crisis and geoplanetary problems is completely counterproductive.

 

We need a new inclusive international security system based on global economic interaction and polycentric institutions with multiple feedback mechanisms to respond to possible risks, threats and conflicts.

 

It is also important in the post-war renewal of the damaged regions to avoid massive military mobilisation and ensure control over compensation for damages.

 

 

 

A factor of the crisis of global governance the transition to a new world order: demand for digital institutions for global multilateral economic cooperation and inclusive security

 

The outdated Westphalian system of international relations with its priority of national interests, limited monetary and budgetary mechanisms of economic regulation, and fragmentation of legal jurisdictions have led to a crisis of global governance today.

 

The way out of this crisis requires improving the institutional architecture of society and deploying a digital platform for global economic interaction and ensuring multilateral cooperation between stakeholders.

 

The new space-time continuum of the Internet has brought virtualisation of goods, assets and social relations. And innovations have changed the way we do business and generate added value.

 

Formalisation and institutionalisation of new virtual subjects, objects, new digital relations, as well as growing economic and social diversity, require an expanded governance system.

 

Society is governed through a system of values and a system of property.

 

Therefore, to overcome the crisis of global governance, it is necessary to:

·         expanding of institutional and legal systems - to create free polycentric institutions that ensure development and legitimisation of new ideas, concepts and motivations;

·        expanding of economic system - through establishment of digital property institute, which will ensure inclusive security; protection of rights, interests and freedoms; global multilateral economic cooperation of stakeholders, as well as development of economic individualism and solidarity mechanisms of capital growth and public good.

 

 

Factor of mental safety in the context of global threats, economic uncertainty and disruptive innovations

 

The mental health of an individual, society and nation requires special attention and involves solutions of the following tasks:

-        mental development in conditions of disruptive innovations, technological singularity, algorithmisation of society and digital individualism;

-         mental recovery after the crisis;

-        mental resistance to planetary threats (climate, environmental, demographic).

Addressing these challenges requires new social guarantees, a new institutional architecture and a new economic management system.

Social development, social guarantees, as well as ensuring peace, justice and development of free institutions require improvement of the social architecture of society.

 

Deploying of a Social and Solidarity Economy, which will promote the growth of economic individualism, is an important direction defined by the UN (The UN General Assembly on 18th April 2023 has adopted the resolution “Promoting the Social and Solidarity Economy for Sustainable Development” , A/RES/77/281).

Today, information wars in the context of media insecurity and mental vulnerability pose many threats to society and are becoming a powerful tool of aggression and manipulation.

 

Fakes are beginning to take over the information space. Fact-checking cannot keep up with the flow of events. Social media and Artificial Intelligence (AI) significantly expand the space for manipulation. Traditional institutions and legal mechanisms do not work in the new space-time continuum of the Internet. As a result, society is already experiencing a total lack of trust and security.

 

Traditional media systems are losing the information war today. Fakes can be created much faster than fact-checking can disprove them. This imbalance is a powerful weapon in information and media wars.

 

Artificial Intelligence is becoming a powerful factor of information security. Able to create texts, images and copy voices, Artificial Intelligence is becoming a challenge for democracy and can change the perception of the electoral process forever, which ceases to be a manifestation of democracy and turns into media wars.

 

The use of Artificial Intelligence and neural networks reinforces the long-known problems and threats, such as manipulation of information, fakes, and outright disinformation.

 

Today, creating fakes, false video or audio, targeting specific groups with photo or video evidence does not require large human resources - with the help of AI, it can be done by one person.

 

Financial markets, democratic elections, and political reputations are now the most vulnerable targets for manipulation by AI, which can have an instantly destructive effect.

 

Informational wars are taking on severe forms. Social networks, whose influence on public opinion has increased significantly, together with AI, are becoming a dangerous weapon for spreading disinformation that can affect political election processes and democracy in general.

 

However, the establishment of adequate filtering to weed out fakes and counteract manipulation is quite possible with the deployment of a "digital institutional platform" that provides an environment of economic interaction with multiple feedbacks that neutralise fake information, algorithms of information aggression and opportunities for fraud and manipulation.

 

 

 

Factor (institution) of international security


It is impossible to end regional conflicts, overcome their consequences and the effects of various crises within national jurisdictions (which are significantly limited) unless they are integrated into the system of global economic cooperation.

 

This can be achieved by placing crisis regions (regions of military conflicts, natural disasters, regions affected by climate change) under international governance, which provides investments, jobs, preferences, benefits, and guarantees based on cross-border jurisdiction.

 

The combination of crisis regions into a single system of crisis regions turns them into development centers through international preferences, benefits, guarantees and creates a powerful potential for global economic growth:

-        Development of projects and innovative technologies those are important to humanity within the framework of international benefits, preferences, and guarantees.

-        Involvement of military contingents for the security of regions transferred to international governance.

-        Mental recovery of the affected regions through the implementation of knowledge-intensive projects.

-        Individual security and protection of rights, interests, and freedoms through the introduction of digital law and digital property.

Encouraging demand through consumer lending, which has been moving the economy for the past 40 years, as well as the existing mechanisms of globalisation, are no longer producing economic benefits. The issue of ensuring economic and financial security is becoming more acute.

 

The New International Security System with mechanisms for inclusive and solidarity investment in sustainable development projects is becoming a powerful factor in economic development. To ensure global economic cooperation among stakeholders, virtual economic environments are needed, which are created and interact on the basis of the digital institutional platform of the Web of Mind. For privacy, control, security, and legal support, the introduction of CBDC (central bank digital currency) based on a digital institutional platform is required.

Traditionally, business implements its ideas in the regulatory framework of a country. This has significant limitations for protecting business, its rights, interests and freedoms. Now, business can implement itself in digital law, which is global, as well as in the virtual business environment, which greatly simplifies the functioning of business processes.


Business or individual activities expand their potential to the whole world, while at the same time being subject to international regulation, control and legal protection. The search for investors and new markets is accelerated many times over.


An economic entity creates free institutions of various configurations, joins groups, establishes its own, creates new complementary, partnerships and new jobs.

 

An economic entity does not pay taxes as long as its financial assets operate within the framework of global digital law. It pays taxes when it enters into legal relations with the national law of different countries.

 

Part of the income generated in the New System of International Security from global digital innovations, the digital industry and advertising is used to create new jobs, social security and assistance to the population of the affected regions.

In the context of global digitization and virtualization of processes, the legal system requires:

 

-        expansion and implementation of "digital law" institutions: digital legal identity, digital property and digital legal relations - to regulate, control and provide legal support for innovations and their consequences (in particular, to address the problems of cross-border, uncertainty and vulnerability of existing markets), as well as free (polycentric) institutions and digital social processes;

-        ensuring the digital law-based assets' global legitimization, securitization and monetization in the context of technological singularity and economic uncertainty;

-  deploying business models that take into account digital value added and intangible assets;

-        ensuring the management of multilateral stakeholder interaction, cross-border processes, sustainable development and protection of rights, interests and freedoms on the basis of digital law.

 

 

Factor (institution) for combating aggression, corruption, fraud

 

"Pacta sunt servanda" ("treaties must be honoured") is a basic principle of civil and international law.

 

The new international security system, as a system of a higher-level global digital society, will absorb the ability to promote algorithms of aggression, corruption, and fraud, which will be socially and technologically blocked by mechanisms aimed at maintaining the homeostatic balance of the system of international security and the system of digital law.

 

The new international security system prevents the "oligarchic-corporate lobby from colluding with the authorities against the public interest" by directing efforts to implement sustainable development projects.

 

 

Factor (institution) for sustainable development and geo-planetary security

 

Problems with the implementation of the 17 Sustainable Development Goals and other UN global programmes demonstrate that governments and corporations continue to operate in the Westphalian system with the priority of national interests and are not capable of creating drivers of global sustainable development.

 

Under these circumstances, "economic individualism" as the highest degree of individual responsibility to society is becoming a powerful factor of sustainable development. Personal responsibility for the protection of one's rights, interests and freedoms is a driver of joint responsibility to the whole world and Nature and forms a new format of international security and sustainable development.

 

The transition to economic individualism is caused by digitization and innovation, which can be seen in the development of the gig economy and the remote work economy, as well as in the concept of the Social and Solidarity Economy declared by the UN.

 

Economic individualism is based on the need to introduce "digital property" as a universal interpreter of physical and intangible assets, as well as a mechanism for institutionalization and monetization of information, knowledge, skills, communications and relationships. A new market is needed to trade and circulate these new assets, which will enable digital legal relations, significantly expand the economy, ensure economic growth and overcome the crisis of economic inequality.

 

Yet another problem is the need to create an executive body that will provide public administration and regulatory support for sustainable development projects based on transboundary jurisdiction, as well as provide benefits, preferences, guarantees and immunity to large-scale science-intensive sustainable development projects to ensure geo-planetary security.

 

 

Factor (institute) for geo-environmental security and counteracting climate "destabilization"

 

Maintaining the potential of the biosphere, resisting climate destabilization and adapting to climate change, including: (a) the implementation of geo-natural projects; (b) the development of sustainable infrastructure; (c) the creation of a polycentric system of self-government and risk management, is an important factor in development today.

 

 

Institution for the financing of the New International Security System


Financed by the New International Security System projects and by attracting investments from international funds, companies, and banks in sustainable development projects.

 

 

The International Hub for the Management of Sustainable Development Projects 


The Hub is responsible for creating and maintaining a digital virtual environment for managing sustainable development projects, including the management of financial, information and technological (digital) assets, and compliance with digital legal relations at the international level.

 

The International Hub for Management of Sustainable Development Projects is not funded by countries' funds or contributions. Countries are invited only as institutions that create and support a new international security system. The Hub is a co-implementer of projects and receives benefits for this. It opens up a new market for innovative jobs, provides opportunities for business investment for projects and the creation of industries needed to implement project.

 

 

Conclusion

 

This is the only project where all stakeholders, including global big businesses, can see investment opportunities. This project is more significant than the projects of Musk and Zuckerberg.

 

Having shown interest, large international business (which is the main driver of economic and social processes) will make every effort to ensure that governments maximise the creation of a New System of International Security based on digital law, digital institutions and economic inclusion.

 

Big business should see a greater interest in implementing sustainable development projects due to preferences, benefits, guarantees, and higher profits.

 

Modern approaches to economic analysis and forecasting do not take into account the actual transition to a digital society declared in the UN Roadmap for Digital Cooperation and do not propose institutional expansion based on the digital economy, and therefore cannot provide a positive image of the future, although society has all the necessary resources and technologies to solve urgent problems and implement the 17 Sustainable Development Goals.

 

This project is grounded in fundamental science, has undergone public discussion and international expertise, and has enormous social and economic potential.

 

The project solves the fundamental problem of overcoming the "second information barrier", which slows down the world development today.

 

The practical implementation of this project has been proven by pilot operation.
