The world has entered a new phase of development. Traditional tools no longer work in conditions of chaos, economic uncertainty, and technological transformations.
Even war as a "system upgrade" and a way out of the crisis no longer works.
Cause: today, national sovereignty is de facto seriously suffering from global processes: - cyberspace; - finance; - climate; - information.
Because of weakening "national sovereignty" (regarding the state, authorities, elites), the legitimization of a new order (in the form of redistribution of resources, creation of new borders) becomes impossible. Instead, chaos, uncertainty, as well as risks and vulnerabilities are increasing.
An institutional solution is needed to overcome the crisis. This solution involves the creation of a "global entity of responsibility" - with real legitimacy - to ensure mechanisms for sustainable development, as well as to create the preventive global security institutions instead of the previous reactive ones (the UN, the League of Nations, alliances).
In this regard, we are proposing the initiative to create a "non-sovereign global project platform", which will act as an infrastructure that reduces the costs associated with development, security, wars, climate shocks, and migration - without limiting national sovereignty or affecting ideology.
